Yes, I've witnessed "hot fog". My wife and I were on a short vacation with our camper and had stopped to spend the night at a campground in a small town in South Dakota. When we awoke in the morning and looked outside it was foggy, so we figured it had cooled off. (Had the A.C. on in the camper.) But then she opened the door to take the dog out and was hit in the face with oven-like hot air (~90F/32C). It was the hottest, most uncomfortable weather I'd ever witnessed that weekend, as the due point stayed in the mid-to-high-90s the whole weekend, with daytime highs hovering around 100F. I visited briefly at a rest area with a fellow driving through from south Texas, and he agreed with me that it was the hottest weather he'd ever felt.
I've had fog with temps in 70s. Happens in summer sometimes.
