I will usually need a long sleeve t-shirt or sweater at or below the 60 to 65 Degree Fahrenheit Range, colder than about 55 F I will also usually need a fleece jacket on top of a long sleeve shirt, and below 45 or 50 Degrees, I might need a Jacket or winter coat. At what temperature do you begin to feel the chill?
I don't wear long sleeve shirts (minus sweatshirts), I'll wear a hoody or a windbreaker when it's below 65 (70 in the summer), or below 60 if it's extremely sunny with calm winds.
I'll wear a jacket when it drops below 50-55F, depending on the amount of sunshine and wind.
Winter coats can be a little excessive at times, if it's a sunny 45 degree winter day I'll sweat more in a winter coat than I'd do in t-shirt in 100 degree heat. I wear them when I'm cold, which can be a rainy/windy 50 degree day or a cloudy 40 degree day.
I started wearing a jacket when the temperature drops below 15°C/59°F but this also depends of the wind, sunshine, cloud cover.
Winter coats definately not before the mercury hit the 5°C/41°F mark, in sunny and calm conditions i can also cope with temperatures around freezing without having to wear a winter coat.
Below 20°C (68 F) I need a light jacket; below 15°C (59F) I wear a medium jacket, below 10°C (50F) a pullover and a heavy jacket.
It seems that in the US people usually wear lighter clothes than we do in Italy, isn't it ?

A LOT of this will depend on your location....I've seen many people here in Phoenix don heavy winter coats as soon as the temps hit 60F. When I lived in northern Michigan, I might start thinking about a hooded sweater somewhere around 35 degrees...if the wind picked up, though I kept a wind breaker in the car if it got rainy. I remember quite a few people in high school and college trudging through the snow in shorts....
Myself, now in Phoenix? It was 50 degrees outside when I left for work, and I thought it was COLD!
