Say you needed to be outside for half an hour doing something walking or standing around, and there's steady rain at 5mm an hour (0.2 inches). At what temperature would you need to wear a raincoat/jacket.
Below 25C, although it can be uncomfortably humid here when it rains on warm days. So perhaps depending on humidity, 21-22C with high dew points, 25C with lower dew points.
Depends on the intensity. I hate getting wet while I'm fully clothed so would probably wear a waterproof jacket if it's below 20C and raining moderately-heavily. However, if it's just drizzling, or enough to get my hair a bit wet, I can ignore it easily.

Dito, rain intensity is what matters for me, when its drizzling i don't really put on my jacket until its about 15°C/16°C, in heavy rain i put on a rain jacket even when its about 20°C and it rarely rains heavily here when the temperature is higher than 22°C.
