You can easily get heat exhaustion at 30 C, hell you can even get it at 25 C. Obviously you're used to 30 C weather for 6+ months of the year so of course
you wouldn't.
That being said, I would take a walk at 30 F. Would be quite chilly at first, but you warm up to a comfortable temperature after walking a while. I've done plenty of 5+ mile walks at 30 C and while not dangerous, definitely uncomfortable after a while.
I've gone running at 25 F before and even felt hot afterwards. But we're discussing walking.
