NYC has a MUCH higher chance of experiencing a -18C high than Paris.

But this -18°C high would be extremely exceptional while the 18°C high would not be really exceptional.

paris without a doubt for me but I dont think either city has great weather. I doubt anyone moves to any city for weather anyway

New York City for warmer summers with more thunderstorms and sunnier weather year round. Sunny and 40 F would probably feel warmer than 45 F and cloudy. Also Paris winter daylight hours are too short; even on sunny winter days, it would be dark by 4PM.

A -18 C high in NYC is exceedingly rare. Did you mean a -18 C low?

What do you mean by "any city"? Are you specifically talking about NYC Paris because a lot people move to cities just because of the weather.
