Not sure, because I hate cold rain, but I also hate slippery ice and slush and snow. So let's just leave it where it is.

I like the freezing point just where it is. Now if I could only decrease all temperatures by 20F, my diabolical plan for the ascendancy of the coldies shall be complete ...

I'd make it 28F (-2.2C). Not a huge change, but enough to allow for greater variety of plants here.

Before I did that, I'd make ice cream have negative calories, eliminate all flys and mosquitoes, and eliminate the common cold. Further down the line, maybe around priority 34,560,392,093 I'd change the freezing point of water.

It is fine where it is at since if water froze too warm it would just seem unnatural. However I would lower Seattle's average winter temperatures to be within freezing range or colder instead of just above.

Well, out of the box, only for weather purposes, I want it to freeze at like 20C. Can see snow in Bandung/lembang. Chilly rain is miserable. (But 20C freeze means super high pressure though)
