This might be a silly and unrealistic question but I think you can improve a lot with this modification regarding your precipitation-preferences.
I would change the freezing point to current 3°C. It feels already cold enough and I would get much more snow instead of cold rain
What do you think were the consequences of your change?
The ice shields would of course expand and hence many ports in the arctic wouldn't be ice-free as well. Some basic chemical reactions probably wouldn't work either
I would change it to -15 degrees C. I hate the snow much more than the cold. First, it makes driving dangerous. Once there's snow on the ground, any outdoor work becomes much more complicated. Irrigation line freezing would also cease to be an issue. Sooo many advantages to having a lower freezing point! God, I hate snow.
Perhaps, make it a bit higher (not much, about 5C) in order to get prolonged period of snow without extremely cold temperatures. If winter would be not colder, or not much colder than here, I don't mind snowpack for 5 months of the year instead of 3.
I would make it in the upper 30s (around 3C). That would probably put 5 extra inches on my average right there, more than doubling it. There's a lot of times where I get a cold rain and not far too my north is snow. I wouldn't want to make it any higher than the upper 30s because if it's not cold it just won't feel right.
Let's make water be able to freeze on command by reciting "Abra Cadabra" so we can get snow at and above room temperature when we desire snow play without cold. We could build snowmen on the beaches of Hawaii and ski, snowboard, and sled year round in any tropical climate with small hills. We can also make rain fall at temperatures as low as -40 on roads so people don't have to drive on snow and ice, even in places like intererior Alaska. We could transport oil from Northern Alaska to the continuous U.S. without the risks faced by "Ice Road Truckers" (anyone seen the show?).
-5°C would make the growing season start at least a few weeks earlier, as in April it's warm enough but stray frosts prevent plant growth.
