Above 8c / 46F as a daily high would be warm for me in the middle of the winter in "normal" conditions (calm, humid and grey).

Of course if it's 9c and foggy with a 8c dewpoint there's nothing warm about it and I'd rather have 2c and sun and dry cold.

0-8c is normal. Below that would be cold, but I don't mind because our winters don't get cold enough for me.

When it is sunny from 8 C and more I think it feels warm in winter. With clouds from 10 C and more.

Temperatures above 10°C while sunny, can feel very warm in winter.
Winter averages above 18°C can't be called winter anymore.

I assume by warm, that means significantly warmer than average. Since our high in Dec/Jan is about 46, I'll say anything more than 10 degrees about average is considerably warmer than average. Upper 50s in winter is pretty warm. Similarly, a night that does not fall below the upper 40s is a balmy winter night.

"Warm" in winter is relative to location. For Miami I would say 80 F and above is warm for winter. For Atlanta, I would say 60 F and above. For Chicago 40 F and above, etc....



For Verkhoyansk, -20 F and above
