No it is hot in NYC in summer but nowhere near Florida heat trust me.

A few years ago, I'd have chosen London for the milder winter's. These days though, I don't mind a colder winter. Particularly in a place that's sunny and has much stronger sun. Summer in DC looks fantastic. Heat, humidity and storms, but unlike further south, there appears to be some nice breaks from the heat every now and then.
As for winter, there's a lack of gloom, which is certainly welcoming. It's the first thing I'd change about the UK if I could. Then there's the varied winter weather. You can quite easily get Arctic blasts, dumpings of snow, or very easily get some mild to warm spring like days. It really is very good IMO.

Seattle has weather similar to California in the summer, but the thread is about London and DC.
is more similar to London than it is to California. When does Seattle average 30C and hit 40C+ almost every summer with 0mm precipitation June-September?
Answer? Never.
Seattle; like London and Paris is an oceanic climate with even crappier winters than its European cfb counterparts.

I've experienced NYC, which was nice but certainly not oppressively hot. Norfolk VA was much more humid though, certainly uncomfortable working outside.
The worst summer days of NYC aren't much different than the worst of DC. But the heat + humidity is more consistent in DC, with relatively moderate humidity days in between. Peak summer also doesn't last as long, late August usually isn't humid.
