Zagreb (Zagreb has much better climate than others, despite its pretty cool nights in summer)
Bucharest (overall dry and the winters are too cool there)
Kiev (overall dry, the winters are too cold and record lows are awful there)
Moscow (unlivable frigid winter, which lasts almost half year, -42C record low temperature!)
1st: Kiev though there are quite a lot of precipitation days.
2nd: Zagreb, also quite a lot of precipitation days, summers a bit on the hot side
3rd: Bucharest, too dry (not enough precipitation days), summers are also too hot
4th: Moscow, summers are short (winters are OK)
