Bucharest for being a moderate four seasons climate with that perfect balance between oceanic and continental. Snow in winter without the extreme bitter cold. Prolly gets some thunderstorms in summer with decent warmth without oppressive humidity. Good mix of sunshine and precipitation as well.

I like Moscow's the best. The snow would melt too often in the other cities, and Moscow's summers, though not particularly hot, are just hot enough.

Definitaly Moscow. Great cold winters with lasting snow, warm but mostly not too hot summers.

Also, you can post the list from best, in your opinion, climate to worst.
My list looks so:
1. Kiev. I would take Moscow if not patriotic reasons.
2. Moscow
3. Zagreb
4. Bucharest. Winters are a bit colder than in Zagreb, but for me having cooler summer is more important than having cold winter because I can't stand heat.
