B. Those winters are impressively cold for 31N, and it's not even at high elevation. Summers are not as humid as on the coast which is a plus point. Look at those temperature ranges in the autumn and spring months, worthy of a continental climate.
Very interesting find -- a (somewhat) high altitude (~850 m) Saudi climate. I'm not sure what to make of it -- are the chillier winters a worthy price to pay for the milder (but still hot) summers? I think so. I give it a C+.

The capital or large cities of Saudi Arabia should have been built around there.
Was expecting to give this an F because it's Saudi Arabia but at least it's comfortable from November to March. Definitely too dry for me though. So D it is.
