If Tower,MN seems to be the winner, what about Leadville, CO? I know someone mentioned Fraser,CO, but according to TWC Leadville is still cooler. While Tower is colder in winter, Leadville is cooler in summer. Neither city has an average high above 80, yet Leadville's never hit 90, Tower has. According to TWC Tower is 1°F warmer than Leadville (high temps) and 4°F warmer in night temps. So......can someone double check? I think it's Leadville,CO.
pellston,Michigan is the coldest spot in the nation.it is called the icebox of the nation.
also the u.p. of michigan is also very cold,i noticed last winter when i was in Marquette,MI temps of below zero were common in january and february.also places in WI and MN are also extremly cold in winter.but no state beats ALASKA for cold.

Coldest winter in the Lower 48 I think it's in Roseau, Minnesota with an average of -15.3ºC
Coldest year round, any inhabited place, it's in Alma, Colorado with an average of 0.2ºC
For a proper town, not just a tiny village, that would be in Leadville, Colorado with an average of 1.4ºC
Please confirm if this data is right
