I made a North America map with 2 lines showing where the temperature of my dream climate summers and winters are at. The line representing the summer average went right through Kansas City so that's obviously is my top pick.

The bottom three, but all 5 have good summer weather. Bismarck and Denver are too cool at night.

Pretty much the same as wawa.

The bottom three would rank as follow:
1- Springfield: very close to my dream climate's summers
2- Indianapolis: records are too tame, outstanding summers otherwise
3- KC: a bit too hot

All three have adequate rain and sunshine. The Midwest is blessed climate wise.

Bismark, ND Because its the only city below 85 F on average during the hottest month

Personally I would prefer Rochester,NY because its cloudier in the summer and feels much cooler. When I visited, it was 78 F & sunshine, 74 F & partly sunny, and 68 F & overcast. Lows were in the mid 50's F and overcast on all 3 days.

Denver's lows are OK, but highs are WAY too much and is as erratic as a lady under PMS.

Rochester still has a relatively sunny summer, sunnier than Norfolk, Atlanta, Nashville, St. Louis, NYC, Philly, Washington, etc. Bismarck is probably windier and less humid than Rochester, and temps drop quicker in the evening. I'm not saying that Rochester is more uncomfortable, just that you have to take everything into consideration.

Bismarck: 69.7%
Rochester: 67%
Philly: 61.7%

Cloudy days during the summer don't feel any less 'uncomfortable' to me though since they are usually accompanied with high humidity. It is different for everybody.
