As far as i know, both towns have never recorded settling snow, however Porto Alegre had recorded snowflakes several times.
As settling snow i mean a snowcover of at least 1 cm or about 1/2 inch.
I also agree that despite the higher average temperatures and the lower latitude, settling snow would be more likely in Porto Alegre, also since the South American continent goes way down to about 55° South, allowing colder air from antarctic origin to be more easily transported to Southern Brazil.
Did some google recherche about occurences of snowfalls in Cape Town and couldn't find any (at least official ones), however the city had several occurences of hail/graupel showers during winter mornings where the temperature hovered about 4/5°C.
So if very cold air aloft of Antarctic origin makes its long way towards the South African coast, then snowshowers could probably be possible and if it cools down enough to be close to zero, then maybe even short lived accumulation could be not totally out of question.
But i suppose this chance is very rare maybe occuring every 200 years, probably even lower than Sydney getting a covering.

Porto Alegre. With the precipitation and record lows in summer, it's a wonder that they don't have a lying snow event every <5 years.
