This sounds like a question which might be very interesting. Both times of the year have roughly the same average temperatures in DC. Though total rainfall is higher in April, cold drenching downpours can occur in October as well due to weak tropical systems from Florida combining with cooler air from Ontario. So, in a nutshell, which time of the year would you typically expect low 50's and rainy to occur in DC. October or April.
I say April, due to higher rainfall totals and more humidity.
It's 52 here right now, so for my city a high of 52 would be possible almost throughout the year (besides July and August).
As for your question i say its April, despite the lower rainfall, the temperatures are lower than October on average and there are also more rainy days than October.
