Perth, WA, Australia. Average July high is about 18.4C, days failing to reach 10C/50F are very rare indeed. It's happened perhaps 2-3 times in history. The coldest winter's day I remember was about 10C.

I choose option 2, Sub-50F highs are VERY rare nowadays, but they weren't as rare long ago.

Your evidence? Don't just use the January's from 1977, 1982, 1985, and 1994. And per NOWData, the 1981 to 2010 avg# days where it is 50F+ in January alone is rounded to 5

Despite being in the southern hemisphere, January's average high is significantly lower than the yearly mean high. Not to mention that the insane amount of cloud cover made sunshine difficult to reach the ground, making the weather seem colder.

Yearly mean high is about 32 degrees Celcius while the January mean is 29 degrees. Mean low is more or less the same throughout the year at 24 degrees.

a better question is how often does the temperature fall below 50f(10c) in winter. here at least 95% of our winter is above 50f but we are also guaranteed at least a few nights were the temps drops to or below 50f, this winter we only had 4 such nights.
