Perth, WA, Australia. Average July high is about 18.4C, days failing to reach 10C/50F are very rare indeed. It's happened perhaps 2-3 times in history. The coldest winter's day I remember was about 10C.
I live in the Atlanta area. Average daytime high in January ranges between 52-54 degrees F. It never fails to hit 50. It was 53 today, and it was 60 yesterday.

Here in Pittsburgh, PA we get about 5 days where it's 50 or above for a high temperature throughout the Dec-Feb winter season. Used to be a LOT more than that, but winters have gotten a lot colder in recent years in this part of the world.
Your evidence? Don't just use the January's from 1977, 1982, 1985, and 1994. And per NOWData, the 1981 to 2010 avg# days where it is 50F+ in January alone is rounded to 5

Yearly mean high is about 32 degrees Celcius while the January mean is 29 degrees. Mean low is more or less the same throughout the year at 24 degrees.

Using Pittsburgh (PIT) recent winter years, Dec-Jan-Feb Avg, looks like the peak was the year most of us experienced the warmest (1997-98) Since then winter temps have been lower.
a better question is how often does the temperature fall below 50f(10c) in winter. here at least 95% of our winter is above 50f but we are also guaranteed at least a few nights were the temps drops to or below 50f, this winter we only had 4 such nights.
