Why focus on cities? Then it will affected by city limit population and where people live, rather than just reflecting where the furthest north hot summers reach.

Equally, if not more, notable is the low of 22.6 C! It may well be unmatched above 45 degrees latitude globally

Is there any location in Europe that averages 90 F highs regularly. Europe is mostly a cool, wet, and overcast continent. However, there must be some location cracking 90 F.

Many places around the Mediterranean averages 86-90F highs in summer. The southern half averages from 80-86F, which is quite comparable to the Seabord States. And those states are also wetter than most of Europe.

Is it? Most of Southern Europe is hot during summer, as is a lot of Eastern Europe. Most places in the South are as hot, or hotter than the North East US. They are also drier and sunnier during summer too.

Saskatoon, known as one of the sunniest cities in Canada, gets less sunshine annually than southern France, much of Spain (except the Atlantic coast), or most of Italy south of Milan.

Bologna, Italy airport at 44°32' N has:
in 1971-2000, an average high of 30,4°C in July (northernmost in Italy and, probably, in Europe)
in 1981-2010, an average high of 31,0°C in July and and 30,7°C in August.
Bologna is the capital city of heat waves, and please notice it isn't located in a desert.

In 1981-2010 the northenmost in Italy is Treviso (Veneto) at 46°N, with a July high of 30,3°C.
Other cities include Milan and Verona at 45°N.
In the "new summers" basically the entire Po Valley, ranging from 44°N to 46°N, has average highs above 30°C in July and August.
