ReykjavÃk has a hardiness zone of 7, Helsinki has 5b, and the first mentioned has had snow on the ground continuously almost whole of December, while the latter has had 4 days with some snow on the ground. ReykjavÃk had their first snow on November 13, Helsinki had no snow.
Looking only at average highs and lows and determining snow by them brings you nowhere.
But that's probably because most places are wetter in mid-day, although with a few notable exceptions (Quito).
No, It's the local weather dynamic. The sea is much warmer than the average air temperature in winter. Most moisture comes from warm fronts off the sea, but what small amount of rain bearing cold front that does reach here, runs into convective air from the much warmer sea. That why thundersnow is quite common in the mountains here.

Actually in some cases it can, but only if there is very little variation, which for most of Europe there isn't.
Besides once you get to Zone 10b, it becomes irrelevant since snow becomes impossible or at least very rare.
So far in Puget Sound/Olympic Peninsula, Washington, I found Bremerton, (Mean 5, Median 0), Lat 47º34'N;
Port Angeles, (Mean 1.6, Median 0), Lat 48º07'N; Anacortes, (Mean 1.6, Median 0), Lat 48º31'N; Coupeville, (Mean 5.8, Median 0), Lat 48º12'N; Grayland, (Mean 1, Median 0), Lat 46º48'N; Aberdeen, (Mean 3.1, Median 0), Lat 46º58', Kent, (Mean 1.9, Median 0), Lat 47º25'N.
At this point I'm going to settle with Melinka (43°53′52″S) not getting any snow, since all records for it include an average of 0. I created a weatherbox for it too.
But the search goes on for other places.
