Reykjavík has a hardiness zone of 7, Helsinki has 5b, and the first mentioned has had snow on the ground continuously almost whole of December, while the latter has had 4 days with some snow on the ground. Reykjavík had their first snow on November 13, Helsinki had no snow.

Looking only at average highs and lows and determining snow by them brings you nowhere.

No, It's the local weather dynamic. The sea is much warmer than the average air temperature in winter. Most moisture comes from warm fronts off the sea, but what small amount of rain bearing cold front that does reach here, runs into convective air from the much warmer sea. That why thundersnow is quite common in the mountains here.

Did you find it by googling? Are you a lurker on gustfront?

Apparently northwestern Chiloé, at 41.8S, has never recorded snow (at least in the past 100 years).
I don't know which one you're referring. But if you did make one could I see it? If you mean the one of Argentina- that was you? Good job! And also Wiki seems to say that Chiloé (the entire island) and Puerto Montt has an average snowy day of 1 a year, which seems false to me. Also http://164.77.222.61/climatologia/pu...tologicaII.pdf disputes this. Montt is a lovely city, I remember going there last year seeing a few palm trees. Chiloé is also lovely, it's a shame I didn't go there while I was in Chile.

Actually in some cases it can, but only if there is very little variation, which for most of Europe there isn't.
Besides once you get to Zone 10b, it becomes irrelevant since snow becomes impossible or at least very rare.

Thank you for that. Seems like a useful link. But what shocks me is besides the snowless climate, the average January low of 45.

Monaco (43º 43' 58'' N ) is even more impressive, it has an average low of 46.6 F or 8.1ºC for the coldest month.

With that climate they can probably have most types of palm trees, not just the cold-tolerant ones.

Default Melinka, Chile

At this point I'm going to settle with Melinka (43°53′52″S) not getting any snow, since all records for it include an average of 0. I created a weatherbox for it too. Mildest Climates at Highest Latitudes-melinka.png
But the search goes on for other places.
