The dew point is always atleast 17c and typically it's 22-24c and sometimes the dew point can go as high as 28c.

Dry. If there is a breeze and some clouds to block the sun, it could be a nice day. A bit hot, sure, but dry 95*F > muggy 85*F

This is considered to be a dry heat IMO.

I'd say pretty dry, not humid. I don't consider it humid until the dew point exceeds 60 degrees. That would be hot though.
