What about making a list that includes the hottest and the coldest city of every country?
As the boundaries between city, town, villages are generally diffuse and vary through different countries, I propose considering metro areas that have more than 50,000 people. Then, when I say 'Hottest' and 'Coldest' I'm focusing solely on the annual average temperature, not the hottest summer and the coldest winter, which may or may not coincide with the hottest and the coldest city.
Warmest 50,000+ place in Canada: Chillwack, BC = 10.8 C mean average annual temperature
Coldest 50,000+ place in Canada: Fort McMurray, Alberta = 1.0 C mean average annual temperature

Tolhuin is colder (4.5C) but has only 4.000 people.
Ushuaia is slightly warmer (5.7C) due to severeal geographic reasons (less continentality, eventual foehn winds whereas 'warm' northern winds come from the sea in case of RÃo Grande, etc.).
Using solely annual mean temperature, in China warmest is Sanya, Hainan at 25.80 °C, while coldest is Tahe, Heilongjiang (pop. 50K+) at −2.41 °C, both 1971–2000. In the U.S. the coldest is Fairbanks, Alaska (though the city itself is under 50K), at −2.48 °C, 1981–2010. Not going to look into warmest as Hawaii has too many microclimates, and don't even think about the territories...
