For Kharkiv, record temperatures since 2000:
The lowest: -28.3C at 22th January 2006
The highest: 39.8C at 8th August 2010 (all time record high in my city)
Hottest: 30.2C / 86F (18 July 2006)
Coldest: -10.8C / 13F (21 December 2010)
The site is on a hill, so gets more moderate weather than most towns in the area located in valleys. All-time records since 1973 are only 31.6C (2 August 1990) and -11.1C (12 January 1987).
38.5 is the highest temperature ever recorded in the UK correct?
It is yes. There have been quite a few 36C ad 37C temperatures including 2006, but this was the first time 38C had been breached
