I know that snow in both these cities is extremely rare but which of these cities has a higher chance of accumulating snowfall in the city itself (not counting suburbs)
I'm guessing Orlando. Someone I knew from there, said they could remember it snowing on several occasions there, and they were only in their early 20's
My own climate is colder than Wellington's (which is only a short distance away), but falling snow is about a one in forty year event.
Wellington. Let's be realistic here (look at their latitudes and winter high temps).
Yes, Orlando has very low record LOWS. But the winter highs of Wellington are comparatively low. Not to mention, the record lows would be very low there too (Wiki doesn't have those though).

Low(ish) temperatures don't always mean snow. I think Wellington's record low is around -1C/30F.
Orlando as it actually has had accumulating snow in the past hasn't it?
In fact Orlando has seen snow on the ground in the past, while Wellington has only seen snow without accumulation in its whole history - and I mean whole.
