Record high in winter:March, 30,1c
Record Low in summer: June 9,8c
I think you are confused by the OP's question... You need to find the highest recorded low & the lowest recorded high by month. And March is in Spring.
Here in Norway, record lows in summer are not that easy to find.
Looking at data for Trondheim -Voll (127 m) back to 1997, looking at July (colder nights in early June and late August) and the coldest low is 5.7C.
However, i found data from met.no indicating that the coldest july low in Oslo was back in July 5th 1951 with 3.7C. Looking at data for Trondheim in July 1951 shows the coldest low as 3.5C on July 5th 1951.
For record highs in winter, it seems the coldest record high is 12.9C in February, but Værnes airport has reached 13.8C in Feb. Coldest record high for Værnes is 13.1 in December.
So the range for Trondheim which can occur all year, my best estimate, is 3.5C to 13C.
Although such a cold July night is long ago.
For Atlanta the hottest record low is for August (13c) and the coldest record highs for December and January both at 26c and both set this year. So technically everything from 13-26 could happen any month.
if we go by mean maximum/minimum though it's only the narrow range of 19-21c
