Even without the UHI it could not get close to that. The beginning of June sometimes sees lows down to close to 5C though.

Looking through the past years, these are the lowest recorded lows in July (note that this is for Heathrow, outside of the UHI)

2013 - 11.6C
2012 - 9.6C
2011 - 9.5C
2010 - 13.0C
2009 - 10.5C
2008 - 9.8C
2007 - 9.9C
2006 - 12.9C

Here in Port Townsend, west of Seattle and on the Strait of Juan de Fuca, we joke that it could be 50 degrees and raining any day of the year. But the truth is, we get very little, if any, rain in the summer.

Hottest month: July; average high 73, average low, 53.
Coldest month: December; average high, 45, average low, 38.

As you can see, we don't have a very extreme climate here.

In the Weather Channel it states that the Dec record high in LA (DTLA) is 92, other stations in the LA Basin in Fullerton show 91 in Dec (actually 94 which was reached this year in the Anaheim station), and Santa Ana with 95 in December. etc

Well, I just posted the record low in June, recorded in 1951. July and August have never recorded a freeze, and June have a freeze one roughly every 30 years. Even in September a temp of -2.2C is quite unlikely. Realistically I would say that temps between 5C and 8C are possible every month of the year.
