Why is Hatch, Utah considered an Oceanic climate? The January mean temperature is 22 degrees. (warmest, average)

More generally, are these state specific Koppen climate maps a little overzealous with labeling wide swaths as being a regional microclimate? The more basic maps seems more realistic

That's the average January high

With an average of 20.5 °C | 69.0 °F, July is the warmest month. At -5.4 °C | 22.3 °F on average, January is the coldest month of the year.

I see that, but I can't find that table itself on NOA's website, only in Google's search results. It seems like there's an issue of where the data is coming from, one website listed the nearby town of Panguitch as the station where the data was collected. Anecdotally, I haven't spent a winter there, but have spent winters in Utah, and at that elevation I think the average high would be closer to 32F than 40F.
