More generally, are these state specific Koppen climate maps a little overzealous with labeling wide swaths as being a regional microclimate? The more basic maps seems more realistic

What's your source for the January mean? Google says -1C (30F).

That's the average January high

Google (source NOAA) claims an average high of 5C and low of -7C for January.

I see that, but I can't find that table itself on NOA's website, only in Google's search results. It seems like there's an issue of where the data is coming from, one website listed the nearby town of Panguitch as the station where the data was collected. Anecdotally, I haven't spent a winter there, but have spent winters in Utah, and at that elevation I think the average high would be closer to 32F than 40F.
