1. Riga. Best combo of snowy winters, cold but not severe winters, and cool summers.
2. Gothenburg
3. Fort McMurray
4. Perm
5. Sitka
6. Inverness

1. Fort McMurray, sunniest
2. Perm
3. Riga
4. Sitka, for seasonality in precip, and Gothenburg is not cold enough to compensate for the monotony
5. Gothenburg
6. Inverness

1. Perm
2. Riga
3. Fort Mcmurray
4. Gothenburg
5. Inverness
6. Sitka

If I can find a link to sunshine hours for Sitka and it shows 200+ for a couple of summer months, I might swap 5 and 6 round. Inverness is dry for Scotland, there are places on the west coast that are definitely worse than Sitka.

They are all too wet and Sitka is DEAD LAST that's for sure. I'll go over them all again later to decide on a rank, but either Perm or Fort McMurray look to be towards the top of the list. They already all have sickening summer amounts of precipitation but those two have warmer summers. I haven't looked them all over in full detail to compare yet, though.
