The 1981-2010 average for OKC is 7 and for RDU is 2. For the whole POR it's 9 for OKC and 3 for RDU. For OKC the most on record for a winter is 26 in 1977-78 and for RDU the max is 16 in 1917-18. The fewest on record is 0 in both places.
Since I spend a lot of my time in Bowling Green, KY now and feel that it better reflects the climate of where I live (White House, TN), I'm going to post an updated version of my 2014 post, which used data from Nashville, TN. The following data is for Bowling Green, KY, over the 25 winters that I've been alive:

When it is 3*C outside, all people complain about how cold it is. I really don't understand. I don't even zip my coat when I walk at 3*C. Please, somebody take me to a colder place where people don't complain when it is 3*C When I say 3*C is not cold, people look at me in a very, very angry way.
30 year average is most definitely 41-50, but as of the last 15 years it's 31-40 (38.2 days in Norrköping in fact), so I'll go with the latter even though I hung on the fence on that choice. Local topography and distance to the sea obviously plays a huge role in all of that. This place is less sensitive to cold than places just 3-4 km inland and so often it reaches 0.5C even on days that feel very cold.
How the hell did you collect that data? SMHI only post frost days in their statistics.
None. Average high in July (coldest month) at Renmark Airport is 16.3C and 16.2C at Renmark town station (1981-2010)
Record low high at the airport is 8.3C and at the town station 7.8C
