I grew up in the DC area and we didn't have air conditioning until I was about 12. The summer humidity is a deal breaker for me, and the cold, dry winters seal the no-deal. I only go back in summer or winter for relatives' and friends' weddings or funerals. If I just want to visit, it has to be spring and fall - both of which are lovely.

I really wouldn't describe winter here as "dry". Precip is evenly distributed for the most part. We usually have wet and dry periods throughout the winter season. Cold and dry would be more Northern New Mexico or drier midwestern states. I don't view the East Coast as dry in winter.

I would say it alternates between cold/dry and cold/wet (or cool/wet).
