Probably London, as they probably have recorded 2 inches of rainfall in one day before, so perhaps 2 feet of snow would be possible under the right conditions.
Back in February 1895, Beaumont-Port Arthur in the southeast corner of Texas by the Louisiana border got 30 inches of snow. Lake Charles, LA got 22 inches. If those locations could get amounts like that, I would think 2 feet is a possibility for New Orleans.
