Hi

This is something I've been doing some research on, but I figured it'd be easier to ask. What are some of the places you know with short but snowy winters? So far, all my research seems to indicate southwestern Japan's coast, like, for example, Toyooka: Toyooka, Hy - Do you know of any other such places?

You essentially answered your own question. If asking for at least 100 cm of snowfall on average, most of the Sea of Japan coast of Honshu, and as long as you are windward of the central mountains snow should be plentiful, but the winters become substantially colder in the inland snowbelt regions.

Tashkent seems to have a pretty short winter with some snowfall:
