Chicago.

Colder in general this January. All one needs to do is to look at the averages, and maximum/minimums. Furthermore, if you factor in the latitudinal difference, you have to give it to a location that is equal to the latitude of Portugal/Spain, and Central Italy, when in a winter comparison with a location at 78.0N compared to 41.8N.

Sounds crazy yup, but the data backs it up....

Does that make Chicago have a polar winter climate this past January if they managed to be colder than a place a few hundred miles from the north pole?

Chicago. Colder, snowier in every objective way.

Now for something that will REALLY be crazy...

Weather History for Svalbard, Norway | Weather Underground
Weather History for Nashville, TN | Weather Underground

January 2012 in Longyearbyen vs January 2014 in Nashville. Nashville's average low is only 1 degree F / 0.6 C warmer, and the record low is 2 F / -17 C, 3 F / 2 C BELOW LONGYEARBYEN!!! Oh and may I mention that Longyearbyen's average low in January is 2 F / -17 C, so they never even hit their average. And 14 days above freezing? Crazy.

chicago.

anyway, svalbard is warmer than "normal" 99% of the time nowadays. the norwegian met office should change the averages now, cuz it begins to get silly. annual average temperature has risen 4C the last 20 years. in fact, 11C warmer than "normal" is more "normal" than 2C below "normal" for this place.
