This is dreadfully appalling in every possible way, but I wouldn't have needed to have looked at those statistics to work that one out.

The snow amounts in winter seem awful. 33 cm of snow, but 205 mm of precipitation combined, it seems that snow is quite rare there even though the winter temperatures look cold enough. The summers are way too cold, just like the shoulder seasons. E+

Summer averages look cold, it's true, but keep in mind that Seward usually gets a few days (about 3) of dry, sunny and warm (in the 25/30 °C; 80/90 °F range) weather every year I just looked up the history at Wunderground.

B-, bordering on C+. Snowfall is decent, but could be higher. Winter temperatures are also decent, but likewise could be colder. It looks like they get way too much winter rain. It's always incredibly frustrating to experience winter rain when it could be snow. Summers seem too cool, gloomy, and wet, but at least there's little if any extreme heat to deal with.

If what EverBlack said is true I give Seward a B. Winters are too mild.
