yes and yes, its not so much fog, its more like low lying clouds.

I vote for Los Angeles (east of Downtown, west of east LA) beautiful weather IMO, 80F year round (others have this too but...

it has the warmest winters, but I prefer van nuys or san bernardino summer

Coastal areas of LA always seem surprisingly windy and cold to me (and I'm from the PNW!) The huge difference between cool coastal breezes and warm inland weather always makes the beaches seem that much colder.

I'd probably pick Anaheim since it's not excessively hot in summer, but it's far enough from the beaches to avoid the low cloud and chilly winds.
