Those hours are converted to CS. July 2006 and July 2013 both recorded over 300 hours of sun with the electronic sensor (July 2006 is the sunniest July at Heathrow as shown on the graph below), yet on the historic data page they are in the 260s. Also note June 2012, the record cloudiest (at the time), with 132 hrs. This was then reduced to 118 hrs. The sunniest May, June and August were all recorded with CS, so it would've been interesting to see what they recorded with the electronic sensor!
I don't think Paris has seen any change, maybe Rozenn can help?
There is no doubt that the summers of recent years have been noticeably cloudier than average, but I think there is something wrong with the recording equipment at Heathrow causing it to massively under-report.
Changing the subject slightly - any predictions for the weather during Wimbledon? I think the first few days will be cool with sun and showers, warming up and staying dry as time goes on.
You mentioned in an earlier thread there were no downward trend in sunhours for the northernmost UK, like Scotland. So there are regional differences?
We actually had a forecast for a 27c high next week yesterday, but of course it's been cancelled and we're still going to be above average with lows in the 21-23c range everyday...

Turin instead seems to be at the end of this heat wave instead, the forecast for the end of next week in paarticular is about 10°C cooler than the temperatures we are expecting now.
More important, finally the weather forecast seems to contain a lot of rain chances (generally I don't like rain, but Italy is on the edge of a really serious and extended drought right now).
Today could be the warmest overnight low ever In Munich.
We use 24hour highs and lows so it's likely that the temperature will drop lower later today.
That's why I think using overnight lows is better, as those temperature will be cancelled out by a cooler temperature by midnight, which using the other system would be carried over to the next night...
Last night's minimum temperatures across Europe... (using the overnight lows system )
Model output is vile at the moment, hope it doesn't last long.
