Average high in London for this date would be around 21C, so 20C wouldn't be unusual. 1C below average for an entire month would be chilly, but on a day-to-day basis it's not significant.

I also couldn't help notice that it looked rather warm the way people were dressed. I looked up the Heathrow data and the high/low for Monday was 66/55F. People there seem quite fine in those temps wearing T-shirts. Do you think they find these temps warm, or people are just hardier there?

66F for a high temp usually means we won't be in t shirts here unless it is earlier in the year. We are wusses here and would be in jackets, except for a few hardy souls lol.

If it's not windy, then you'll see some people wearing tshirts at 66f. That location is probably a bit warmer than Heathrow, plus with all those people there, I doubt you'd get the same chill that you would standing in an open field with a light breeze.

Obviously that temp in July, August or early September will have people wearing an extra layer.

Happens once in a while, especially in April-June. We had a good old arctic blast coming down. You can see it from that it was sunny, but very cold. Now we are back to normal, as the last days indicate.

And? Is he the oracle on what temperatures feel warm or not?

Why do you always have to compare everything to what you expect or are used to? 20C/21C is not cold is it? If Chicago had 20C/21C in January you would think it felt hot... It is only slightly below average in London for the middle of June, but the actual temperature itself is still "warm"...
