For Bologna airport the annual coldest low is about -7.5°C (19 F), like most major cities of the Po Valley.
That's 7-8°C below the average January low. Hardiness zone is 8b, 9a in the city centre.

what is outrageous is that we can not get any lower than -10c, but then in the summer the average high is 30c and the warmest temperature of the year is usually around 37 or 38c, which is the same difference as in the coldest month, so I guess we better not have a larger deviation, at least in the summer

I am not sure they are even that comparable, the PNW has specific climate conditions that make it a little different from western europe. I mean, the zone concerned is smaller and the transitional climates are more limited than in Europe.

They were yesterday's temperatures.

An hour ago it was 28c here but it'll be warmer than yesterday, maybe 32-33c.

Thats right George, yet ANOTHER day at the beach in this 'hell-hole' climate for me yesterday, this time in Felpham, in fact we have had enough of the beach and today we are at home with the barbeque, currently about 32 degrees in my garden, thank god for the shade of the trees. Incidently the beach in your picture looks like Margate to me, nice beach horrible town. Plenty of foreign tourists there on Sunday just gone. If you like UK beaches you should 'Google' Cornish beaches, they're beautiful.
