Are you confusing strong dry, furnace heat (Baghdad) with moisture-rich heat humidity (Singapore)? They're BOTH uncomfortable...and people confuse those at times...
Judging from the Wiki box, the summer humidity in Kuwait is around 20% - that's exceptionally dry. So I don't see how it's 'horrible humidity'. I'm guessing they're going by 3pm humidity, and maybe the humidity rises in the nights?
Btw, Doha seems very humid (another Gulf city).
Northeastern part of the gulf are usually pretty dry. But sometimes the wind can go in the wrong direction so occasional ridiculous humidity could happen. An example is Dhahran, Saudi Arabia on 8 July 2003. The heat index goes up to 35C (95F). With a temperature of 42C (108F), it set the world record for heat index at 78C (172F) Don't know what words they have for this kind of humidity.
Southeastern gulf are very humid. Not recommended in summer. Abu Dhabi, Doha... just no.

I used 45c as an example and found out that 20% humidity equates to a 17c dew point. So it isn't exceptionally dry. Southern part of the gulf is the worst in terms of humidity. This includes Doha, Abu Dhabi & Dubai. Their dew points go up to 30c every summer. Average dp is around 27-28c. On unlucky years, they might even see a day or two with dew points of 31-32c. The tropics are no match in both humidity and temperature.
On the other hand, the northern part of the gulf (e.g. Kuwait City) is not as humid. They do once or twice reach d.p of 27-28c every year but on most days in summer it's about 10c.
They are almost the same but ill pick kuwait for the ever so slightly warmer winters though its summers are too hot even for me. Its an A- climate But i feel the stats on wiki lie a little...the sunshine hours seem too low for such a hot desert city... However for that kind of heat in the summer wouldnt want any more sunshine
Kuwait though its averages are slightly hotter. As I saw Ahvaz can have extremely hot temperatures accompanied by high humidity levels and this is terrible. Also Ahvaz has an absolute high of 54 C while Kuwait 51 C. This summer Kuwait hit 50 C once in the whole summer period while Ahvaz 3 times.
Kuwait for having slightly warmer winter temps. Summer far too hot in both places
