It is sunny but too cold (average mean 6.5°C!) even probably mild for the latitude.
Seasons are out of balance, wintry weather lasts 6 month, while in the "summer" there isn't any warmth.
May I ask why you're intrested? The elevation is only 98m btw. Lieksa Koli is at 165m. (It's a natural park.)

i was kind of impressed by how consistently below freezing that region seems to be in winter. there was a place called potsonvaara(?) on ogimet that had just as many ice days as northern lapland in dec-feb this year, despite the mild winter and it being located at 63N. judging from the very chilly record high in january (lower than karesuando and kiruna), temperatures above 0C must be a rarity there in mid-winter. you won't find that consistency in freezing weather in low lying sweden at any latitude, that's for sure. i guess it must have something to do with its easterly location and greater influence from the russian high.
I would be pretty miserable to have to spend winters anywhere in Finland, even in Utö. Anywhere along Canada's west coast is milder than this in winter. However, due to the higher sunshine than most places along the west coast here, I will bump up the grade to an E+.

The whole of Northern Karelia is quite the frost hollow, especially the border areas.
As you can see there's still a lot of snow covering the ground:
B+. I can't rate it an A because summers have too low of a diurnal range and are too stable, but it's a nice climate.
