That's nothing! My high yesterday was 15.5c, 11.2c below average. We (and some other places in Europe) have had our coldest July day this century yesterday. I didn't think I'd miss the warmth so quickly.
Yes.. western Europe sure is pretty crappy at the moment!
I don't know what data they use for that map. The first 10 days of July have been 3.8°F below normal for the mean temp here (and 5.8 below for the high), but the map shows positive anomalies in my area. Meteociel - Climatologie mensuelle de Orly (91)
Anyway 15-17 mm this morning. Paris-Montsouris at 71 mm this July so far.
Looking at Heathrow this month i'm surprised we aren't more below average.. probably helped by the first few days of the month that were warm, but I'm not sure where the data from that map is from as we are currently 0.3C below average.

the warm water in the NE Pacific that I assume will never go away for years and years, or so it seems. But this time combined with blocking over Greenland. Can you say 1980's cold all over again. Probably for years as that warm water isn't going anywhere. Why is that pool of water so stubborn? Any ideas.
High pressure? Warm air?
North"east" Pacific still Looks cold to me but yet above normal.

It's barely cooler than average.. and will almost certainly be warmer than average by Sunday next week.. I really don't see why you're complaining.
