Western Spain is much further off from solar noon than Maine. Bar Harbor, ME is 7° east of the "center of its timezone", the longitude of where the median solar noon would be at noontime. Galicia, Spain is about the same distance from the Prime Meridian, or the center of GMT, but it's at 1+ UTC. A Coruña is 23° west of its time zone, Barcelona is a more reasonable 13° to the west.
