Both cities are located at 45 N

Wakkanai is way snowier but has bad sunshine and Ottowa is obviously more "continential"

Ottawa for being sunnier year round, plus for not having such an extreme seasonal lag like Wakkanai in summer.

They both are epic climatic fails and I should know. I went to university in Ottawa for 4 years!

Terrible, but Ottawa is just a little less terrible. Wakkanai makes me want to whack an eye.

I choose Ottawa for being more continental, even if it gets less snowfall.
