I meant not written form, I meant that its name sounds similar to Finnish to me.

E! Way to cold in winter! Way to dry in summer! Only good side is the warm temps in summer, and the likely high sunshine hours being in Turkey.

Yüksek means high in Turkish and ova means plain:d
by the way Ü and Ö arent quite common letters in Turkish
The possibility of using Ö is around %0,87 and for Ü is %1,99
for climate perspective E for me way too cold in winter and very cool night temps in summer.

So, in English, it's simply called High Plains I guess.

My ancestors descend from that town. I really can't believe how'd they manage to live there. The winters are just ridiculously bitter.

I thought its name sounded eastern European though.

You probably have an armenian root I think
The reason why its name sounded like eastern european especially for me ıts sounded like russian is beacuse of the word of "Ova" as you may know that traditional russian last names generally end with " ova" for female and "ov" for male. but here because there is a plain that name was given to that region.
By the way the old name of that region is Dize
as you say your ancestors descend from Yüksekova you may be from Köprücük, yeşiltaş(old name is iştazn) or yediveren If you are armenian.(or of course kurdish armenian)
