Miami if considering the fact that it's next to the ocean, which is quite warm in July. And the fact that air conditioning is a given for all other times I'm not enjoying the ocean. For climate alone, SF has the most comfortable summers. For all things other than swimming, I like summer weather to be on the chilly side. I would actually have a certain amount of interest in spending the month of July at Vostok Station too. But it is certainly not my "preferred" July weather, so I chose SF since it seems most appropriate for how the question posed is probably supposed to be interpreted.
San Francisco without the fog and a bit warmer (in other words, Portland or Seattle )
There are plenty of microclimates within an an hour drive of SF that literally fit the bill. San Jose has summers significantly warmer than Seattle and slightly warmer than Portland. Oakland has summer temperatures similar to Seattle; (fog is usually there in the morning but is guaranteed to burn off by 11AM).
The point of this thread was to choose between the four choices or the least of the four evils; not to pick something in between.

Oh I'm well aware of microclimates in the Bay Area. San Jose certainly wouldn't be my choice. More like the inland foothills of Marin maybe.
But yes, if I had to choose one of those four evils it would be SF, precisely because it's relatively easy to escape to find perfect weather.

Sorry, then of the choices ,I would pick San Francisco,hands down as the most comfortable.
