I wouldn't say a considerable number of days, but maybe 7 or 8 times a month

For Washington, D.C. (DCA), a 1981 to 2010 average of 11.4 days w/15C+ in DJF; in Pittsburgh, surprisingly, it's half still half of that.

Somewhere between "A couple times every year" and "One time every couple of years". We hit 15°C on average 1.6 days per winter, or 2 winters out of 3.

Average high in January here is 15 C so about 50 percent of the time.

I live in the states, so I had to do a little conversion (one thing I remembered from math!) and 99% of winter days are over 15c. I live in Tampa, so occasionally it could happen once or twice a winter where the high is only in the mid 50's F. (15c=59F)

TPA 1981 to 2010 average is 358 days of 15C+ annually, so 99% is quite well off except in maybe 1/3 of the years; 2010 had the record fewest 15C+ days at 333, or a whole month's worth below 15C.

Average July high here is 14.2C so 15C+ days are common in winter.
