Most likely, it's because they collect few benefits, since most are working-age. So tax-benefits is higher than the native average.
They also tend to do lower-paying labor, so they'll have less taken out in taxes. I'm not saying I necessarily dispute the claim outright, but it seems dubious to me. I'd like to see proof of it. Even if it were true, it's a bad deal for the British. The much bigger concern is that they've been introduced to Britain to compete with working class British people for jobs. They take these jobs and they drive wages down.
And you know the reason how? One of the reasons Puerto Rico is a not state is because in previous referendum, the local population voted against it. The recent 2012 one was different.
And how is this a question on "everyone's mind"?

Retirement benefits are a very large government expense, so unless they're wages are quite low, I think the claim is plausible.
