There was a 'Section 28' in the UK.. it was brought in by Thatcher to prohibit the intentional promotion of homosexuality by teachers in schools, and was not repealed until 2003. Section 28 originated in the social transition in British society from homosexuality as "illegal-but-discussed", to "legal-but-not-always approved" - so I guess in a way was social progress.
