Ask her out for a fun and relaxing dinner or activity, to see if the two of you can hit it off, and find out if she's a good fit for you (doesn't drink, etc.)
As for the "relationship" part, that comes later on down the line after a few dates at least.

I don't think she drinks. Looks way too reserved to be involved in that kind of stuff. But you never know, I'd go out as a friend. She's in need of a friend anyways and I could work in that department as well, so lets start there. Her innocence and looks are my primary reasons for initial attraction.

I met a Parisian a week ago. Thought he was Haitian before asking where he was from since he was black and had a strong French accent.
Didn't he look like a tourist? Given the state of affairs in Haiti I'd assume that most Black French-speaking tourists to the US are from elsewhere. Though I see there's a large Haitian community in NYC. Probably not noticeable by a non-French speaker, but the accent of a Haitian would be different from that of a French. Especially knowing that most speak Kreyol at home.
Since our traitor-in-chief has done nothing to protect us from the real threat of Ebola, and since the disgusting globalist lobby has prevented the only real solution to containing Ebola from being enacted (i.e., close the border!), are you surprised? This is a symptom of the much larger problem. I don't think anything is an overreaction at this point.
