In Hamburg for example the average high in July and August is 72°F and the average low 54-55°F
In January average high is 38°F and average low 29°F
Spring and Fall (Apr/May, Oct/Nov) have highs between 45-55°F and lows between 35-45°F though, so its somewhat lower than your ideal range.
It's on the cold side of the range in winter, but Munich fits as well. As does Geneva, though highs in summer are nearly 80 there.
Lots, really... depends on how big you need your city to be. East coast, your options tend to be either upland Appalachia or further north on the coast:
Those look like numbers I'd wish for! That's why I chose Denver, Colorado to live in. Their "averages" are nice for 3 out of the 4 months (Spring-Fall/Autumn). AND considering drier climates have a diurnal range of 30 degrees as opposed to 15-20 in more humid climates, Denver would have cooler nights. The only way to escape the "summer" ideals while living in Denver is to move to a city like Leadville in summer, where their averages look more like you want. And that's only a few hours drive away.
PS, the only thing about Colorado weather though is that the weather is not consistent. It's wacky all season long. Yesterday we had a cold front which had us in the 60s all day (got to a high of 73) and today we should hit 90 before a weak front puts us in the upper 70s/low 80s for the weekend and back to low 90s on Monday, Tuesday.
This is the weather I find to be ideal, but am pretty sure it doesn't exist in North America, or perhaps anywhere else in the world.

Milwaukee is close to that, average January high is 31F or so, average July high is around 81F or 82F, June in particular fits your summer ideal, but then again there is a wide variance from day to day, can be 50s or 90s for highs in June. I hope you like summer thunderstorms and a fair amount of snow, though.
If you're asking to never have an 80-90 degree day in the summer and never have a cold front bring down the temps to the teens in the winter, well you're probably not being realistic. Live near a large body of water if you don't like temperature variations, or live in Southern California and when you want cold, drive up to the mountains.
Are you one of them people who has the heat turn on if it's under 73 degrees, and the AC turn on if it's above 74 degrees?
High altitude towns in Western Washington would fit in this category.
