Orlando for sure. Humid heat is my favorite condition for being in the water, and afternoon thunderstorms are likely short lived and makes things interesting.

I rarely go to waterparks, but Orlando would have the best weather for it.

I prefer Las Vegas water park weather, as the hotter air makes the water feel refreshing, in Orlando the moist air and cooler temps will make the water feel the same as outside and you wont feel as refreshed. 104 F in Vegas outside, step into 90 F pool > 92 F in Orlando, step into 90 F pool.

For example, this summer (like all summers) i went to Raging Waters here in San Dimas (where the temps are usually upper 90s low 100s in summer) a good 10 times, and stepping into 90 F pool felt much more refreshing than when i went to Manzanillo (low 90s, stepping into 90 F pool = seamless transition)
